Couples may choose to have a Civil marriage ceremony at City Hall performed by a San Francisco County Clerk Deputy Marriage Commissioner. They may fill out the entire application at the Clerk’s office, or begin the process online and finish it at the Clerk’s office. Couples who begin the application online must still appear at one of the Clerk’s offices to finish filling out and sign the application. Non-Florida residents are exempt from any marriage license waiting period. Pursuant to §20-48 of the Virginia Code, the minimum age at which a person may marry is 18, unless the minor has been emancipated by court order. Upon application for a marriage license, the emancipated minor must provide a certified copy of the court order of emancipation to the Public Service Division. The fee for a marriage license is $83.00 payable by cash or money order, debit card or credit card. Performers must register online to obtain a license to perform marriages. This email will contain a link to the performer’s license and a username and password to the electronic registration system for marriage. No witnesses are required to be at the ceremony, AND no witnesses sign on the marriage license. The participating parties must be at least 18 years old to apply for a confidential marriage license.
Marriage licenses can be used immediately upon issuance and are good for 60 days. At the end of the application, you will be provided a link to schedule your appointment.
If you or your significant other have been divorced, you will need to provide the date of the dissolution of marriage. Ministers from any state may perform marriage ceremonies, but the ceremony must be performed in the State of Washington. Neither person getting married may perform the ceremony. However, one of the marriage license forms requires the inclusion of one’s Social Security number OR the applicant’s signature on a declaration that they do not have a U.S. This will not impair the couple’s ability to receive their marriage license.

The issuance of marriage licenses may be impacted by the COVID-19 pandemic since some county clerks’ offices may not be offering in-person services at this time. Because of this, applying for a marriage license may not be available until they re-open or must be done online.
